A Global Capability Center and an IT services contract are not moral opposites. They are tools.

Use a captive when you want long-term ownership, deeper IP control, and a team that lives inside your operating system. Use services when the work is variable, specialized, or not worth building forever.

A clean decision test

  • Will this work still matter in three years?
  • Do we need people who only work on our systems and culture?
  • Is HQ ready to manage a center, not only a SOW?
  • Would losing the team hurt strategy, or only capacity?

If you answer yes to ownership questions, lean captive (often via EOR first). If you need surge capacity, lean services or a hybrid.

Hybrid without confusion

Many companies run both. The failure mode is identical work in two models with no boundary. Draw the line in writing.
